We appreciate your personal attention to the issues and willingness to discuss opportunities to improve the welfare of fish and wildlife affected by energy development activities. Importantly we also wish to reiterate our desire and readiness to work with you on the specific issues we presented in our Energy FACTS for Fish and Wildlife. We believe the principles stated in FACTS can and should guide future development decisions where fish and wildlife resources are involved. We have included the principles for your use. We respectfully request your support in bringing the principles expressed in FACTS into department policy where appropriate. We are ready to work directly with your staff for example to outline a simple approach to a conservation plan that should precede a development decision and a sciencebased adaptive process that can be used to track monitoring results and implement improvements to subsequent wellfield management. As winter gets into full swing and restrictions on energy development activities begin to be enforced the pressure BLM receives for relief of these management actions increases.
