Content Inside:VOCATIONAL EDUCATIONPage 1472.4.1Secondary and higher secondary education are important terminal stages in the system ofgeneral education because it is at these points thatthe youth decide on whether to pursue highereducation opt for technical training or join theworkforce. Educationists and experts haveconsistently recommended that education at thesestages should be given a vocational bias to link itwith the world of employment. The D.C. KothariCommission the recommendations of which formthe basis of the 1968 National Policy on Educationfelt that it should be possible to divert at least 50per cent of the students completing Class X to thevocational stream reducing the pressure on theuniversities and also preparing students for gainfulemployment. The vocational education scheme atthe 10 + 2 stage came into existence in the late1970s. However only a handful of states and UnionTerritories took the lead in imparting vocationaleducation.2.4.2The National Working Group on Vocationalisation Education (also known as the V.C.Kulandaiswamy Committee 1985) reviewed theVocational Education Programme (VEP) extensivelyand developed guidelines for the expansion of theprogramme. Its recommendations led to theinitiation of the centrally sponsored scheme onVocationalisation of Secondary Education inFebruary 1988.2.4.3The scheme is being implementedthrough the state governments/ Union TerritoryAdministrations in the formal sector and nongovernment organisations (NGOs) in the nonformalsector. The main objectives of the scheme are toenhance individual employability reduce themismatch between demand and supply of skilledmanpower and provide an alternative for thosepursuing higher education without particular interestor purpose. During Ninth Plan a Plan outlay ofRs. 100 crore was provided under the scheme.2.4.4In the formal sector the state governmentsimplement the scheme at the +2 stage throughapproximately 6700 schools.
