Child Care Arrangements: Spring 1997Page 1INTRODUCTIONInterest in child care issues has grown inthe past decades as more women withchildren have entered the labor force andsought to balance both family and work.Changes in welfare laws haveencouraged recipients who are oftenunmarried mothers to seek work. Thisreport shows the number and characteristics of children in different child carearrangements. The data come from thefourth interview of the 1996 Survey ofIncome and Program Participation (SIPP)panel conducted between April and July1997 and refer to child care arrangements used in the month prior to theinterview. These data continue a seriesthat dates back to 1985. New information presented in this report shows thenumber of families that receive help inpaying for child care. The report contrasts child care arrangements for preschool and gradeschoolage children. These two age groups differ in their needs and activities. Whilethe primary focus of child care forinfants and preschoolers is on meetingtheir basic needs for older childrenstructured enrichment activities and theincidence of children in selfcare situations are of increased importance.
